Konsep Terowongan Seikan Kedua Diperlihatkan
[4/1] Setelah sekian lama hanya menjadi desas-desus, proyek Terowongan Tsugaru atau Terowongan Seikan Kedua mulai mendekati kenyataan. Desain terowongan pun sudah dirilis kepada publik. Proyek terowongan kembaran Seikan sebenarnya sudah dikonsepkan sejak lama.
Namun Japan Project-Industry Council (JAPIC) baru mengumumkan rencana pembangunan terowongan kedua di Selat Tsugaru. Selain mengumumkan rencana tersebut, JAPIC juga merilis hasil studi kelayakan serta desain dari terowongan tersebut.
Seperti dilansir dari Tabiris, berbeda dengan Terowongan Seikan pertama yang hanya memiliki jalur kereta api, Terowongan Tsugaru atau Seikan Kedua ini didesain dapat dilintasi kendaraan bermotor dan kereta api. Terowongan nantinya akan memiliki diameter 15 meter dengan jalan raya dua jalur dengan satu lajur di bagian atas dan satu jalur kereta api serta dua jalur kendaraan darurat di bagian bawah.
Jalur kereta api di Terowongan Seikan Kedua ini rencananya dikhususkan untuk KA angkutan barang saja. Sehingga nantinya Terowongan Seikan Pertama dapat dikhususkan untuk perjalanan Hokkaido Shinkansen saja. Meski dibangun hanya 1 jalur, namun tidak ada jalur persilangan di sepanjang terowongan.
Terowongan Seikan Kedua rencananya akan memiliki panjang 31 km yang menghubungkan Minmaya, Prefektur Aomori di Pulau Honshu dengan Fukushima di Pulau Hokkaido. Lebih pendek dari Terowongan Seikan Pertama yang memiliki panjang 53,85 km.
Pembangunan Terowongan Seikan Kedua diperkirakan akan memakan biaya sebesar 720 miliar Yen atau sekitar Rp 97 triliun. Pembangunan terowongan ini akan memakan waktu hingga 15 tahun. Pembiayaannya akan menggunakan skema Private Fund Investment (PFI) atau Pembiayaaan Investasi Swasta yang akan balik modal setelah 32 tahun.
Meski demikian, rencana ini barulah satu proposal dari perusahaan swasta sehingga rencana ini dapat berubah sewaktu-waktu.(RED/BTS)
