Transportasi Antarmoda Bandara Soekarno-Hatta Masih Belum Terpadu
[24/11] Transportasi antarmoda di Bandara Soekarno-Hatta dirasa masih belum terpadu. Hal inilah yang memicu diskusi grup yang diadakan oleh Badan Penelitian dan Pengembangan Kementerian Perhubungan (Balitbang Kemenhub).
Berdasarkan yang dilansir dari Indo Aviation, diskusi yang bertajuk “Optimalisasi Integrasi Transportasi di Bandara Internasional Soekarno-Hatta” ini dilakukan di Jakarta pada Kamis (15/11) lalu. Diskusi grup ini diadakan untuk mencari masukan positif. Masukan positif ini kemudian dikaji untuk mewujudkan integrasi transportasi yang efektif.
Kepala Balitbang Kemenhub Sugihardjo menerangkan Bandara Soekarno-Hatta belum dirancang untuk integrasi antarmoda, hanya terfokus pada sisi udara. Sehingga kemudian hal ini yang harus dioptimalisasi. Salah satu caranya adalah dengan mewujudkan sistem dan infrastruktur yang memadai.
Moda transportasi antarmoda di Bandara Soekarno-Hatta sendiri cukup banyak jenisnya. Yaitu KRL Bandara (Railink), bus, taksi, dan juga angkutan online. Pilihan transportasi darat ini dibuat untuk mengakomodasi penumpang pesawat yang pada tahun 2017 mencapai 63 juta penumpang per tahun. Jumlah ini belum termasuk pegawai bandara yang ikut memanfaatkan moda transportasi ini.
Dari beberapa moda transportasi ini, moda angkutan umum yang sering menjadi pembahasan adalah bus pemadu moda dan KRL Railink. Dari pengamatan Tim REDaksi, bus pemadu moda dari berbagai operator seperti DAMRI, PPD, Primajasa, Sinar Jaya, dan Agra Mas cukup sering digunakan. Hal ini tidak lepas dari cakupan mereka yang luas, dari wilayah Kota Jakarta, Bekasi, Bogor, Cikarang, hingga Bandung. Selain itu harga angkutan bus juga relatif murah untuk transportasi antarmoda Bandara.
Sementara itu, KRL Railink sebagai angkutan jenis baru yang usianya baru hampir setahun ini sedang ditingkatkan perannya. Dari survei Balitbang Kemenhub, baru 30% penumpang pesawat yang telah menggunakan KRL Railink. Dari persentase itu, 49,7% mengatakan moda KRL Railink itu nyaman, namun masih belum bisa jadi pilihan. Alasan utama mengapa KRL Railink tidak menjadi pilihan adalah tarifnya yang relatif mahal, pembayaran tidak fleksibel, dan waktu tempuhnya relatif sama atau malah lebih lama dari moda lain.
Masalah terpenting lain dari KRL Railink adalah moda transportasi ini belum sepenuhnya terintegrasi dengan APMS Skytrain. Dari pengamatan Tim REDaksi sendiri, APMS Skytrain Bandara meski sudah mendapat peningkatan kapasitas dengan pemanjangan rangkaian, namun waktu tunggunya masih 13 menit sekali.
Menurut Sugihardjo, masalah integrasi angkutan antarmoda bisa diatasi dengan beberapa cara. Di antara lain adalah dengan mengintegrasikan simpul fisik di titik-titik bandara, dan integrasi operasional angkutan antarmoda. Hal ini dilakukan agar terwujud sistem transportasi umum yang andal dan menjadi pilihan. (RED/IHF)
