[20/07] – Para pembaca semua tentu tahu bagaimana gilanya kepadatan KRL komuter di wilayah Metropolitan Tokyo, di mana setiap jam sibuk sudah barang tentu penumpang harus didorong masuk dengan bantuan petugas pendorong (oshiya) agar dapat memasuki rangkaian kereta yang sudah sangat padat. Bahkan berdasarkan survei oleh Kementerian Pertanahan, Infrastruktur, Transportasi dan Pariwisata Jepang (MLIT) pada tahun 2018, dari 11 lintas KRL komuter yang paling padat, semuanya ada di Tokyo dengan 5 jalur terpadat semuanya mempunyai okupansi di atas 185% kapasitas!
Tidak mengherankan jika pemerintah Tokyo lantas menempuh berbagai cara untuk mencoba mengurangi kepadatan KRL komuter di Tokyo, salah satunya adalah dengan mengajak para pekerja untuk berangkat lebih awal. Seperti yang dilansir dari Japantimes, Gubernur Tokyo Yuriko Koike meluncurkan kampanye berjudul “Jisa Biz” (“Jam kerja fleksibel”) untuk mengurangi kepadatan KRL dalam menghadapi Olimpiade dan Paralimpiade Tokyo 2020. Koike menerangkan kampanye ini telah berlangsung untuk kedua kalinya setelah tahun sebelumnya juga dilakukan, dengan slogannya yaitu “Jika pagi hari bisa berubah, setiap hari bisa berubah”.
Sekitar 740 perusahaan termasuk Pfizer dan Microsoft mengambil bagian dalam insiatif ini dengan menawarkan opsi jam kerja fleksibel dan opsi bekerja dari rumah. Beberapa perusahaan bahkan sampai menawarkan sarapan di tempat kerja untuk membuat karyawan tertarik untuk berangkat lebih awal. Tidak hanya itu, sebagian perusahaan KA juga menyediakan layanan tambahan pada saat hari kerja. Kampanye ini berlangsung dari 9 Juli hingga 10 Agustus mendatang.
Meskipun demikian, bagi sebagian pengguna harian KRL komuter kebijakan ini masih dirasa memiliki dampak yang minim. Seperti kata Akira Monri, seorang pengembang aplikasi, ia merasa tidak banyak perubahan kepadatan pada jam sibuk dan masih kurang paham jam berapa saja yang harus dihindari untuk dapat dikatakan sebagai “Jisa Biz”.
